There are many lapses with regard to MSCC’s approach to the new system and to its information system as a whole. First, the organization relies heavily on information but it was notable that the top management shows little or no interest to improve the current information system. MSCC do not have heavy experience and expertise on information systems, and relied heavily on external consultants who are not familiar with the organization to make decisions for them. Furthermore, MSCC’s systems were not integrated and documented and have little maintenance. The Company also choose the Information Officer regardless of his experience with information technology like the appointment of Jeff Hedges in the computer operations even if he did not have an extensive background in information technology. Secondly, responsibilities and expectations were not clear on the implementation of the new project. Lassiter was not the one who is in charge of the computer operations but he is the only one who acts seriously to make the new system possible.
