CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

        “... because in the United States of America, no one should go broke because they chose to go to college.” These words were spoken by the former President of the United States of America Barack Obama in his first State of the Union Address last January 10, 2010. (Obama, 2010) In the Philippines as well on other countries, Education is prescribed as an answer in increasing rate of poverty and that cause a numerous rate of drop outs because of a lack of allowances and budget for educational purposes. Public schools do not charge tuition fees, but it’s not the only financial consideration. School supplies, uniform cost, meals and transportation add up to the cost as well. When emergency occurs such as a family member falling ill, or a parent losing his job, it also usually forces the child to drop out of school. Not having access to education will affect a child’s ability to get ahead in life and contribute to his family’s betterment, That is the real cost of missing out on education.

President Benigno Aquino signed Republic Act 10687 or the Unifast Law last 2015. It provide a comprehensive and unified student assistance system for education, under the law government-funded programs for scholarships, grants and loans are unified for improved efficiency students who are seeking financial aid either avail of scholarship programs from the government, or apply for a student loan. Also, the Department of Education implemented a scholarship program for Senior High School students; the said scholarship program is for students from marginalized sector of society who wants to continue their studies. Recipients or the students who receives a voucher are required to pass a rigorous selection process. The voucher program is a government subsidy offered to Junior High School completers to allow them to pursue Senior High School in an affordable price. It stated that if a completer graduated from a private school she or he will receive a PHP 18,000 discount, while if a completer graduated from a public school she or he will receive a PHP 22,500. This is a huge help to an average working families especially to the kids who dreamt to study in a comfortable environment. The advantage of having a voucher is not only for the recipients but also for the school, the amounts of students who study in a public school will be lessen and the facilities of each school will be enhance.

Hypothesis of the Study

Null Hypothesis (H0): There is no significant relationship between financial support and its influence to the respondent’s academic performance.

Alternative Hypothesis (Ha): There is a significant relationship between financial support and its influence to the respondent’s academic performance.

Scope and Delimitation

        Significance of the study

The result of the study will be of great benefit to the following.

STUDENTS. The result will benefit the student how to handle and face having financial problem. It will give the students a realization on having financial problem must not affect their academic performances. At the end of this study, student would finally know why having a financial problem have been a major problem to their studies.

TEACHERS. The given data would guide the teachers on what to do with the students that have a financial problem. The teachers would understand on why some students are affected their academic performances and later on help them.

PARENTS. are like teachers, it will understand why the students affect their academic performances on having financial problem. Through the data gathered there will be able to guide their children on having financial problem. 

Definition of terms

Academic performance refers to the level of schooling you have successfully completed and the ability to attain success in your studies.

In this study Academic performance tackles about  how the student performed and behave on their school activities.

Academic Stress is a mental distress with respect to some anticipated frustration associated with academic failure or even unawareness to the possibility of such a failure. (Krishan Lal, 2014)

In this study Academic Stress means education is the cause of stress, they feel high academic pressure and fewer contentment related to their scholastic achievement, also they experience a terror of failure which may result in losing their financial aid.

Allowance a sum granted as a reimbursement or bounty or for expenses a salary that includes a cost-of-living allowance; especially: a sum regularly provided for personal or household expenses. (Merriam-Webster, 2018)

In this study allowance is the weekly payment which help’s the students to deal the daily expenses while they’re studying.

Education is the action or process of educating or of being educated. (Merriam-Webster, 2018)

In this study education refers to a process where in a Senior high school student forms an intellectual and well-knowledge man.

Expenses the amount of money that must be spent especially regularly to pay for something (Merriam-Webster, 2018)

In this study the Expenses the need of Senior high School students that come from  Allowance of the parents and their savings can pay.

Finances refers as a money or other liquid resources of a government, business, group, or individual The library closed due to a lack of finances.(Merriam Webster 2018).

 In this study, Finance this is the venue in which the student’s bills are paid. If their finance are not adequate, this situation that may tend to affect their academic performances.

Financial Aid refers to the money that is given or lent to students in order to help pay for their education (Merriam-Webster, 2018)

In this study, Financial aid is a financial support given among Senior High School students that belongs to a family wherein having a crisis in financial matter. This may reduce the total amount of education expenses like tuition fee, books and supplies, transportation, etc.

Government the group of people who control and make decisions for a country.

In this study the Government implemented the voucher program to all senior high school students.

Poverty defines as the state of one who lacks a usual or socially acceptable amount of money or material possession. (Merriam-Webster, 2003)

In this study Poverty is about not having enough money to meet basic needs including food, clothing and shelter.  However, poverty is more, much more than just not having enough money.

Savings refers to the amount of money that you have saved especially in a bank. ( Merriam- Webster, 2018)

In this study Savings will support the not expected expenses.

Scholarship program financial aid provided for a scholar because of academic merit. (Collins Dictionary, 2000)
