SUBJECT: FINANCIAL AID FOR THE PROPOSED CONSTRUCTION OF 2No DAY SANITARY BLOCKS, FINISHING OF THE SCIENCE LABORATORY AND COMPLETION OF ELECTIRICITY WIRING FOR 8 CLASSROOMS

1.0 EXCECUTIVE SUMMARY

As Kenya strives to attain the Millennium Development Goals and her National goals of Vision 2030 the issue of education takes centre stage. Education is the engine and driver of economic development and indeed the equalizer for social justice and challenges that are related to poverty and a factor of its reduction. This proposal is based on the premise that the best possible investment one can make in one’s future is education. “The value of education is really not a secret, it is similar to the miracle of compounding financial returns given with every pitch for retirement savings” (2009, The Jewish Phenomenon by Steven Silbiger).

2.0 INTRODUCTION

The history of Kaliati mixed day secondary school dates back to the year 2007. It is located in Kimerei sub location of Mbeu location in Uringu division, Tigania west constituency Meru County.  Presently the school has 230 students from form one to form four.

The school has managed to build 6 classrooms: 3 classes from Harambee fund raising and 3 from the CDF office Tigania West District,and currently 3 classrooms and a computer laboratory under construction from Harambee fund raising. The school is located in swampy area near Nkuru River which is a big obstacle when it comes to drainage system. The school was connected to the national power grid in the year 2015.

Around the school there are small scale mixed farms where some dairy cattle are kept and potatoes, tomatoes, maize, beans are grown. More than 50% of the people here live on less than 1 USD per day. The demand for high school education is very high but local resources have been unable to provide room for the increased primary school graduates.

The school management and the Parents Teachers Association are requesting assistance from your office for the construction of 2No sanitary blocks, finishing of the science laboratory and completion of electricity wiring. The Mbeu area community is very hardworking and hospitable and therefore the project will be quite easy to implement.  

3.0 JUSTIFICATION

The Mbeu community has been lagging behind because of the terrain around it.  The school is built on swampy area affected by the heavy rains which has affects the drainage system of the entire school including the latrines. The school is already connected to the Kenya Power limited company grid but only the science lab which have access to electricity. Only wiring of 2 classes which is already complete through Tigania West CDF financing. Many projects in Kenya have failed the sustainability test. The proposed project is very sustainable. This is because there is an overwhelming drainage system need and electricity connection and beneficiaries are also participating fully in the project conception, planning and implementation.

4.0 GOAL

 The institution’s goal is to enable students to study in a comfortable learner friendly environment with the relevant learning facilities so as to excel and achieve the desired results and become responsible in a dynamic society full of challenges.

5.0 OBJECTIVES

  • To create learner friendly environment through provision of electricity and better drainage system.
  • To promote and improve on education in the surrounding community

6.0 EXPECTED BENEFITS

  • Conducive teaching environment
  • Improvement in the school and national examinations.
  • Reduction in healthy problems.
  • Job creation from the construction work of the 2No sanitary blocks, finishing of the science laboratory and electricity wiring
  • Improved positive attitude on education by the surrounding community

7.0 INDICATORS

  • Number of students completing form four
  • Growth in enrolment to various classes

8.0 TARGET POPULATION

The project will target the students of Kemerei sub-location and the larger Mbeu community.

9.0 IMPLEMENTATION STRATEGY

The project is aimed at construction of 2No sanitary blocks, finishing of the science laboratory and electricity wiring. The Board of Management together with the tendering committee will invite quotations from the general public. Following the guidelines of the Public Procurement and Assets Disposal Act 2015, the tender shall be awarded to the best bidder.
